This is going to sound really stupid, so I'm not going to sugar coat:

How do you do a "special" get up attack (I don't even know what to technically call it)? The only examples I can think of is Kasumi doing some sort of leg sweep hand stand thing and Helena doing her jump kick into stance. They are done while the character is lying on the ground, I think....I know it is done in place of the standard L M H rising kick.....o_O

It's not stupid at all. To tell you the truth I'm not sure why they don't include these techniques in "Exercise" mode. I'll tell you three of Kasumi(those are all that are listed for the character) the rest of the characters all you need to do is
  • go into "Sparring" sparring mode from the main menu
  • select the characters that you want
  • then select "Command List"
These techinques should be found towards the bottom of the command list and should say "while getting up" in small letters on the right side. Make sure to check Unique Attacks, Thows and so forth to make sure that you have found them all.
I won't put the names down only the commands.

1.up,kick(up,B)
2.up,kick,forward,kick(up,B,forward,B)
3.Free+Kick(F+B)

If you need further help with these techniques I would suggest joining DOACentral. They are a hardcore DOA community that should be able to help you out further.

Yeah its tricky timing, you usually need the enemy up close for it to come out consistently.
Im sure you will be close to the enemy since your on your butt (except if they did a blow back attack).

You can set excersise mode to where the bot will attack you with specific attacks(as Lord Dorkus indicated) so you can practise your moves. Those pop up moves do help to... along with the wall tek ups.
